In order to eligible for the expedited solar permitting program, your project must be a small solar system, with roof top mounted panels which are installed on a residential structure. There are four “Standard Plans” available and the eligibility checklist is limited to:

• PV Microinverter and ACM Systems 10 kW AC and less.

• PV Plan Central-String Inverter Systems 10 kW AC and less.

• Solar Domestic Water Heating Installations 30 kWth or less.

• Residential Solar Pool Heating Installations 30 kWth or less.

“One Building Inspection Process – Permit Conditions
Smoke Detector and Carbon Monoxide Alarm Affidavits”

Due to a recent law enacted by the State of California, the contractor performing work related to a system may simply request a final inspection when the work is complete. The one-inspection process is substantially different from the traditional ways inspections were conducted in the past and limit the “pre-inspection/rough inspection criterion.” However, Building and Safety staff has embraced a new “single inspection process” and contractors are encouraged to review the detailed program. The single inspection process can only be successful if all parties understand the procedure - If in doubt – please call Building and Safety and ask questions. Building and Safety also wants to make sure homeowners of the property understand this process, and any given time, should the homeowner or the contractor desire to have in-process or rough inspections, the Building and Safety Division will be more than accommodating in these regards at no additional cost. Again, please keep in mind, the law is very specific, only one inspection is required.

State law also mandates that when any improvement to a residential structure requires a building permit, then the installation of smoke detectors and carbon monoxide alarms are required. In order to help facilitate the one-inspection process, many times the “homeowner is not present during the inspection” therefore, the Building and Safety Division will accept a Smoke Detector and Carbon Monoxide Alarm Affidavit. However, at any time during the process should the homeowner or contractor request the building inspector enter the home to observe these components, that inspection will be accommodated.

• PLEASE NOTE - In consideration of Section 714 (e) (2) of the California Civil Code – application for a permit will not be deemed submitted until payment and all mandatory Forms 2 – 9 have been received by Building and Safety staff.

 

“Inspection Requests and Inspection Criterion”

Once all permits to construct the solar installation have been issued and the system has been installed, the system must be inspected before final approval is granted for the solar system. On-site inspections can be scheduled by contacting the Building and Safety Department as follows:

• Inspection Via Email

Inspection requests received online before 3pm the day before the request inspection date, are typically scheduled for the next business day. Emailed requests received after 3:00 P.M. the day before, will be scheduled for the following business day requested. Please note, Building and Safety policy is to provide any project that has requested an inspection a two hour inspection time window.
