2. (6:30 PM) File No. CUP – 2020-001. Request for a Conditional Use Permit to allow for the sale and off-site consumption of beer and wine via a Type 20 liquor license from the State Department of Alcoholic Beverage Control for the existing gas station located at 24115 Calabasas Road (APN: 2069-007-908), within the Commercial Retail (CR) zoning district, Commercial Auto Retailer (CAR) Overlay Zone and the Scenic Corridor (SC) Overlay Zone. The project is exempt from environmental review in accordance with Section 15061 (b)(3)(General Rule Exemption) and Section 15301 (e)(1) (Existing Facilities) of the California CEQA Guidelines.

3. (7:00 PM) An ordinance to revise CMC section 17.22.020 (Affordable housing requirements; eligibility for bonuses and incentives), as required to comply with the provisions of AB 2345, which establishes more stringent density bonus parameters for local government reviews and approvals of new residential housing projects that include affordable units. The proposed updates to the City’s density bonus ordinance is required by California law; furthermore, if the City would not amend its density bonus provisions to comport with California law, the State law preempts. Therefore, the proposal is exempt from environmental review in accordance with CEQA Section 21084 and both Section 15002(i)(1) -- Lack of Local Jurisdictional Discretion – and Section 15061(b)(3) -- General Rule of Exemption -- of the CEQA Guidelines.
