On July 22, 2020, at 2:00 p.m., the City of Calabasas will conduct a lottery to establish a priority list of persons desiring to rent a new affordable housing unit in the Paxton Calabasas multi-family housing project located at 4240 Las Virgenes Road.
Calabasas Blue LLC (property owner and developer) has reserved four of the new multi-family housing units for inhabitation by low-income households. Accordingly, Calabasas Blue is maintaining a registry for anyone interested in renting one of the four affordable units. At the time of this announcement, about 200 names are on the interested persons registry; however, the registry has no priority rankings or order and all persons on the registry will have an equal opportunity to be considered as a prospective tenant.
To fairly and equitably establish a priority order to the registry of interested persons/households, the City of Calabasas Department of Community Development and the City Clerk will conduct a lottery process. Each person/household on the registry will be assigned a lottery ticket with a unique number. All tickets will then be placed in a box, the box will be sealed and shaken to randomly distribute all of the tickets within the box. A city official will un-seal the box, and then will randomly pull every ticket, one by one. As each ticket is pulled, the ticket # and name will be logged on a master list; the first pulled ticket will be logged as #1, the second ticket pulled will be logged as #2, etc., continuing until the final ticket is pulled and that number and name are recorded on the master list. This new master list will establish the priority order for the registry of interested persons/households.
The complete lottery results will be posted on the City’s website (to include only the numeric outcomes of the individually drawn tickets, the ticket numbers, and the name(s) of the corresponding registrant person/household -- no personal information will be posted or shared in any way).
Following conclusion of the lottery, Calabasas Blue LLC will use the priority master list to offer the affordable units, beginning with numbers one through four. Prospective tenants contacted by Calabasas Blue LLC will first need to qualify to ensure compliance with the affordable housing program requirements (i.e. income, etc.); they must also qualify to be a viable renter (i.e. credit worthiness, etc.). If and when any prospective tenant proves unable to qualify, Calabasas Blue LLC will continue down the priority list, in order, to request an application from the next person/household. This process will continue until all four units have been successfully rented to qualified persons/households.

The deadline to sign up for the registry is Wednesday, July 15th at 5:00p.m. No new registrants will be added after this deadline.
The Registration Process is as follows:

Note that you may register only once; any duplicate registrations will be disqualified. Also, the name of the person registered will be the only person eligible to occupy the unit, along with another household member, if he or she is selected.
Paxton at Calabasas Affordable Units FAQs
The Paxton Calabasas project, located at 4240 Las Virgenes Road, includes four one-bedroom affordable housing units available for rent. Below are some frequently asked questions and answers regarding these units.
1. How many affordable units are in the project? Answer: there are 4 affordable housing units
2. How big are the units? Answer: there are 4 one-bedroom units with approximately 750 square feet, and a private one-car garage.
3. Are the affordable units completed and ready for sale or rent? Answer: Two of the units are ready now, and the other two are expected to be complete by the end of 2020. Initially, the property owner plans to rent the units. However, each unit is subdivided as a condominium and may become available for purchase at a later date.
4. How can I get on the list to rent one of the affordable units? Answer: please use the following link to sign up: http://paxtoncalabasas-iqh.com/. The deadline to enter is July 15, 2020 by 5:00pm.
5. Who can qualify to live in the affordable units? Answer: the units may be occupied only as a primary residence and only by tenants meeting income requirements to qualify as a “very low income” household in Los Angeles County, as established annually by the California Department of Housing and Community Development (HCD). For example, the “very low income” rate published by HCD on April 30, 2020 is $39,450 for a one-person household and $45,050 for a two-person household (http://www.hcd.ca.gov/housing-policy-development/housing-resource-center/reports/state/inc2k20.pdf). If your total annual income falls below the published amount for your household size, you may qualify to rent one of the affordable units. Written documentation, such as your most recently filed federal tax form(s), will be required to confirm income eligibility.
6. Who reviews the qualifications of various applicants and decides which persons may rent the units? Answer: the property owner is responsible for managing the affordable units and conducting the qualification and selection process. The City’s Community Development Department will oversee the process to ensure adherence to legal requirements and standards. Also, the City shall confirm that a prospective resident meets the income qualifications prior to signing a lease agreement (or completing a purchase).
7. How is the City making sure this process is being handled fairly? Answer: The initial selection of potential applicants will be accomplished by lottery; after which the applicants will be reviewed for income eligibility. Upon any determination that an applicant is ineligible, the next candidate selected via the lottery would then be reviewed and considered. Additionally, the property owner is required to provide an annual report to the City in order to make sure that units are continuing to be occupied by income qualified residents and that the rent is within the allowable limits.
8. How much will each unit cost to rent? Answer: the maximum monthly rent shall not exceed 30% (less 10% for a utility allowance) of the annual “very-low income” rate published by HCD for a two-person household. The Community Development Director shall update the maximum rent annually based on the most current published income limits for Los Angeles County by HCD, which is currently $45,050 for a two-person household. Therefore, the current maximum rental rate is $1,014 per month.
9. If I am successful and qualify for one of the units, but later I manage to earn a higher salary (which should be a good thing), then will I be at risk to lose my home? Answer: renters are required to submit their federal tax form(s) annually in order to confirm they still meet the income limits. Renters who no longer meet the income requirements will have six months to vacate the unit.
May 2016
No detour plans are in place for the Paxton Project off of Las Virgenes Road. Travel lanes will remain open. Extensive work on the west side of the road will commence at the end of the 2015/2016 LVUSD school year with a projected completion date in 5-6 weeks. An updated Traffic Control Plan will be available on the City’s website.
March 2013
The approved Paxton Calabasas project was submitted to plan check in March 2013, and is currently under review by the Public Works Department and Building & Safety Division. Because of time extensions given by the State of California, the approved project’s entitlements (including the approved tract map) will not expire until October 22, 2016.October 2012
On October 11, 2012, the Commission unanimously voted to adopt Resolution No. 2012-528, approving File No. 120000364 and adopting the associated Mitigated Negative Declaration to approve a 78-unit townhome residential development on 5 acres of a 21 acre site (16 acres will remain open space).
September 2012
A Mitigated Negative Declaration was prepared for the new project and was made available for public review on September 10, 2012; the review period ended October 1, 2012. On September 20, 2012, the Planning Commission reviewed the project at a noticed public hearing and continued the project for further discussion to the following Planning Commission public hearing on October 11, 2012.
August 2012
Since the Entrada at Malibu Canyon project approval, the original applicant (Standard Pacific Homes) sold the property as entitled to Calabasas Blue. The new owners opted to change to the approved project to address many of the concerns expressed by the public during the public hearing process and to reduce some of the project's environmental impacts – especially the site grading. The project re-design is expected to also reduce the project construction costs, potentially leading to a more successful project.
On April 4, 2012, Calabasas Blue (also known as Blue Marble Development Co.) submitted a request to modify their entitled 86-unit condominium project (known as Entrada at Malibu Canyon) to an 80-unit townhome project (Paxton Calabasas). Through the review process, the number of units was reduced to 78. The proposed project was reviewed by the Development Review Committee (DRC) on May 1, 2012. On April 27, 2012, the Architectural Review Panel (ARP) reviewed this project and made recommendations for minor changes. The applicant resubmitted revised plans in accordance with ARP’s recommendations and returned to ARP on July 27, 2012. The project was deemed complete on July 5, 2012.
August 2007
The Entrada at Malibu Canyon project was approved by the City Council on August 1, 2007, for 86 residential units (condominiums) in three buildings over one level of underground parking that connects the three buildings. Approximately 16 of the 21 acres (75% of the site) was dedicated open space.
