Report to the Mayor and Councilmembers

Dear Mayor and Councilmembers,

As you are already aware, the Mulholland Hwy Corridor is a heavy traveled route during morning and afternoon peak traffic hours. The corridor is the sole and primary access to four of the City’s local area schools (Viewpoint, Calabasas High School, Chaparral Elementary and AC Stelle Middle School) all within a mile radius of one another. Unfortunately, during these hours it also serves as an alternate route favored by various traffic sites as a means of access to neighboring areas/cities such as Woodland Hills, Topanga Canyon and Malibu.

As per their MOU, Viewpoint School provides an update to ensure they are within their required development agreement. Included with this email is their recent report/update dated September 20, 2019 (Attachment A). In accordance to the agreement and as an additional precaution, Viewpoint has continued to hire the Los Angeles County Sheriff’s Department Lost Hills Station to monitor and provide traffic control services during their weekday schedules. Staff currently has Secural Security patrolling the areas surrounding Calabasas High School (Bluebird Drive, Old Topanga Canyon Road, Mulholland Highway and
Declaration Ave) to issue citations to those parents/drivers who are in violation by double parking, stopping/parking in posted no stopping/no parking areas and contributing to the already heavily congested traffic areas. Unfortunately, there have been some problematic areas of Chaparral Elementary and AC Stelle Middle School contributed to bad driver behavior. It has been noted/advised that some of the heavily travelled areas are for three of the schools within the corridor (CHS, Chaparral and AC Stelle) are from students that travel from outside of the City limits via Mulholland Drive. Some travel from the local areas of West Hills, Woodland Hills, Canoga Park, Bell Canyon and some as far as Chatsworth.

  • With the recent installation of the wireless interconnect system to the traffic signal located at the intersection of Old Topanga Canyon Rd and Mulholland Hwy, staff will continue to monitor the signal timing for delays.

  • Staff has currently retained the services of Michael Baker International to complete the Mulholland Highway Corridor Study. Also included with this email is their scope of work/services (Attachment B) that will focus on traffic data, a traffic study, analysis and assessments within the area.

  • The Mulholland Highway Gap Closure Project (Measure M) is a Public Works Project that will add significant improvements along Mulholland Highway and Old Topanga Canyon Road adjacent to Calabasas High School. Included is a brief summary of the project with a diagram/pic (Attachment C) showing a few improvements.
