Project Description:
The 2022 Street Resurfacing Project includes asphalt cold-milling, asphalt rubberized hot mix (ARHM) overlay, removals and/or reconstruction of pavement sections.
Streets included:
- Parkmor Road between Las Virgenes Road and Thousand Oaks Blvd
- Poppy Drive
- Belbert Circle
- Edenpark Drive
- Oleander Street
- Lupine Lane
- Charlestown Drive
- Cangas Drive
- Lost Hills Road and Cold Springs Street Intersection

The 2022 Street Resurfacing project went out to bid in April of 2022. The contract was awarded to Toro Enterprises during the June 8th City Council meeting and executed on July 7th. Staff held a pre-construction meeting with the contractor on July 5th. The project has been delayed by the contractor due to an asphalt and cement shortage. Unfortunately, the industry is being affected by labor deficit and material unavailability. The contractor is expected to begin work in late August with the concrete work followed up with the rehabilitation of several residential streets. The project will be completed by end of October. All work being completed near the schools will be done on Saturday to minimize disruptions to residents and school traffic.
