SB 743 Overview & Recommendations
On September 27, 2013, Governor Jerry Brown signed Senate Bill (SB) 743 into law and started a process intended to fundamentally change transportation impact analysis as part of CEQA compliance. In summary, SB 743 eliminates level of service (LOS) as a basis for determining significant transportation impacts under CEQA and provides a new performance metric – vehicle miles of travel (VMT).
In response to SB 743, the City of Calabasas is adopting new transportation impact thresholds to adhere to CEQA requirements and providing guidance on conducting transportation studies in the City. The Traffic and Transportation Commission workshop held on July 28, 2020 provided an overview of SB 743 and recommendations for VMT baselines, thresholds and mitigation for the City of Calabasas.
The City of Calabasas is participating in a regional effort to improve cycling options and safety.
The Las Virgenes/Malibu Sub-region of Los Angeles County is developing a bicycle master plan for the area and each of the member cities: Calabasas, Agoura Hills, Westlake Village, Hidden Hills, and Malibu.
