Housing Element Update Overview
The City of Calabasas, along with all jurisdictions in the Southern California (SCAG) Region, is mandated by California State Law to prepare a Housing Element update for State certification within a specified timeframe. The Housing Element is part of the General Plan and includes goals, policies, programs and quantified objectives to further the development, improvement and preservation of housing. State Housing Element law requires that each City and County identify and analyze existing and projected housing needs within their jurisdiction for an eight year period, which for SCAG jurisdictions extends from October 2021 through October 2029, for the 6th cycle planning period. Through a comprehensive analysis of existing and future needs, the State has determined that an additional 1.34 million housing units need to be constructed in the SCAG region during the above mentioned planning period, of which Calabasas is expected to provide a minimum of 354 new housing units.
Additional General Plan Element Updates
The updates to the Housing Element triggered updates to three other elements of the City’s General Plan:
- Land Use Element Update (Adopted October 13, 2021)
The Land Use Element Update was necessary in order to identify land uses and densities on identified housing sites, consistent with the updated Housing Element.
- Circulation Element
The Circulation Element must be updated to comply with SB 375, regarding Vehicle Miles Traveled as the required metric for traffic impact policies, thresholds, and analyses. The Circulation Element is also updated for the purpose of strengthening evacuation response routes and policies.
- Safety Element
The Safety Element is being updated in response to statutory requirements of California law, including SB 379, AB 747, and SB 99, pertaining to disaster preparedness, response, and reducing risk associated with climate change, wildfire, and other potential hazards.
What’s New
On September 28, 2021, the City Council held a public hearing and adopted the 2021-2029 Housing Element update and associated updates to the Land Use Element of the 2030 General Plan.

Housing Element Update Process and Timeline
The CA Department of Housing and Community Development (HCD) requires each jurisdiction in the SCAG region to submit a final adopted Housing Element to HCD by October 15, 2021. As a result, in March 2020, the City Council authorized staff to proceed with Karen Warner Associates and Rincon to start the Housing Element update process to meet HCD’s deadline. The process involves the evaluation of current and future needs, analysis of local constraints to housing production, developing new policies and programs, drafting the Housing Element document (and updating other General Plan Elements as needed), and preparing and circulating an Environmental Impact Report. Public involvement is critical to the success of this effort, and the project team will engage the community using a number of tools.

Why does this matter? |

Housing is important for the fundamental reason that all people should have access to safe housing. Because the City’s population is growing along with the rest of the Southern California region, the City needs to plan for such growth. Having enough housing, and having housing affordable at different income levels, is important to both residents and employers. Public participation in development of the Housing Element of the General Plan presents an opportunity to engage constituents in a dialogue, defining problems and creating solutions. The inclusion of community stakeholders (including residents) in the Housing Element public participation process, helps ensure appropriate housing strategies are more efficiently and effectively evaluated, developed, and implemented. The best way to accomplish this is to work on a plan collaboratively with as much of the public as possible. |
