The project would modify Los Angeles County Ordinance to allow waste disposal contracts for delivery of solid waste, including from sources outside the wasteshed area, provided the total received at the site remains below the permitted 3,500 tons per day, using a six-day average.

The purpose of the ordinance was to preserve the disposal capacity of the landfill for the surrounding communities which had historically relied upon the site for waste disposal. The wasteshed area for the landfill currently includes the incorporated cities of Hidden Hills, Agoura Hills, Westlake Village, Thousand Oaks, Malibu and Calabasas, and; a portion of the City of Los Angeles; and certain unincorporated areas in the counties of Los Angeles and Ventura. No change is proposed to the wasteshed area.

The Calabasas Landfill is currently well below its historical average of incoming waste. The landfill currently receives an  average of600 tons per day of solid waste. Historically, the average was 1,500 tons per day and more. The purpose of the proposed project is to increase the amount of solid waste currently disposed at the landfill by contracting for the delivery of solid waste, from both inside and outside the wasteshed. It will also ensure that the landfill is financially self-sustaining and has sufficient resources to fund its state-mandated postclosure maintenance account.
