Definition:
Under the supervision of the Senior Civil
Engineer, handles implementation of key environmental programs and
project development, coordinates compliance with environmental programs
including solid waste hazardous waste, and receiving waters/urban
runoff. Responsibilities include technical report writing, NPDES permit
compliance, plan development and sampling and monitoring.
Essential Job Duties:
The following tasks are essential for
this position. Incumbents in this classification may not perform all of
these tasks, or may perform similar related tasks not listed here.

Performs environmental assessments, such
as site assessments, water quality, soil sampling, geotechnical
assessment, groundwater remediation, watershed analysis, wetland
restoration.

Assists waste haulers to implement
City’s waste collection and recycling ordinance.

Develops, maintains and updates water
quality testing data in database format compatible with Geographic
Information Systems (GIS).

Reviews public and private development
SWPPPs and USMPs for consistency with regulatory requirements and
practicality.

Prepares grant applications, progress
reports and other related documents.

Performs educational outreach programs.
-
Performs other duties as required.
Minimum Knowledge, Skill and
Ability:
Knowledge of:
-
Compliance with Clean Water Act and
environmental principles, BMPs, SWPPP, flood control principals,
hydrology, etc.
-
Personal computers and related software,
including GIS, ACAD, Excel, Outlook.
-
Experience and/or coursework on remedial
design in groundwater or soil remediation.
-
Record keeping principles and
procedures.
-
Office methods and procedure typical to
City employment.
Skill and Ability to:
-
Prepare GIS or ACAD maps and plans.
-
Operate a variety of office equipment
including personal computes and related software.
-
Understand and follow verbal and written
direction.
-
Deal with the public in person or on the
telephone.
-
Establish and maintain cooperative
working relationships.

Code, post and monitor accounts payable.
Education:
A Bachelor’s degree from an accredited
college or university with major course work in Civil Engineering,
Environmental Engineering, Environmental Science or a related field; and
two years of responsible professional level administrative and
management analysis experience.
Training and Experience:
Relevant experience in environmental
programs (i.e. water quality, protected species, natural resources,
waste management, household hazardous waste recycling, SWPPP, BMP, NPDES,
AB 939 and other environmental regulatory driven compliance programs
plans). Municipal experience preferred.
Physical Requirements and Working
Conditions:

Performs lifting, pushing and/or pulling
which may exceed 50 pounds.

Requires mobility of arms to reach and
dexterity of hands to grasp and manipulate small objects. Lower body
mobility may not be required.

Requires hiking down stream beds that do
not have cut trails.
-
Subject to inside and outside
environmental conditions.
-
Requires field work, which may include
summer heat and winter rain.

Requires vision (which may be corrected)
to read small print.
Compensation and Benefits:
Salary range: $4,199 - $5,244 monthly.
Benefits include fully paid medical, dental and vision insurance for
employee and family for most plans. Short and long term disability.
Employee Assistance Plan. Life insurance in an amount equal to one and
one-half times the employee’s annual salary. Fully paid PERS. 11½
holidays, 10 vacation days, 12 sick days, 1 floating holiday. Deferred
compensation plans and credit union available. Employment offer
contingent upon successful completion of pre-employment physical
examination.
