DEPUTY PUBLIC WORKS DIRECTOR
$8,200-$10,240 monthly, plus excellent benefits package

Definition:

Under direct supervision of the Public Works Director, assists in the management and daily operation of the Public Works Department. Directly supervises the activities of land development, utilities capital improvement and capital improvement divisions; coordinates assigned activities with other departments and outside agencies; provides highly responsible and complex administrative support to the Public Works Director.

Essential Job Duties:

The following tasks are essential for this position. Incumbents in this classification may not perform all of these tasks, or may perform similar related tasks not listed here.

  1. Knowledge of civil engineering as applied to public works, development plan checking and approval of residential and commercial land development projects, not limited to plan reviews for storm water management, hydraulics and hydrology, grading and drainage, counter change order review and approvals, public improvements proposed within new subdivisions, parcel/tract maps. Provide pre-entitlement development review comments and conditions of approval.

  2. Supervise land development staff, resolve land development project design issues, communicates with applicant, engineers, and consultants.

  3. Ability to analyze situations and take appropriate actions. Ability to apply civil engineering theory to the practical situations relating to land development, flood plain management, and field inspections.

  4. Assists the Public Works Director in the development of capital improvement programs and related budgets.

  5. Plan checks, directs, and personally reviews engineering designs, drawings, specifications and estimates for development of related projects.

  6. Reviews and interprets construction drawings and specifications; plans and conducts pre-construction activities.

  7. Works with other government agencies to process permits and coordinate activities.

  8. Supervises, trains, and instructs professional and paraprofessional personnel, including technicians and reviews work in progress.

  9. Assists the Public Works Director with departmental issues related to the City Council and City Manager; assembles necessary resources to solve a broad range of programmatic and delivery problems for public works and utilities services.

  10. Assists in the preparation of new City ordinances and the revision of existing ordinances.

  11. Explains, justifies and defends department programs, policies and activities; negotiates and resolves sensitive and controversial issues; responds to and resolves difficult and sensitive citizen inquiries and complaints.

  12. Serves as the Public Works Director in the Director's absence.

  13. Prepares and makes presentations to the City Council and Commissions.

  14. Performs other related duties as required.

Minimum Knowledge, Skill and Ability:

Knowledge of:

  • Principles, practices, and methods of civil engineering as applied to planning, designing, and construction of highways, bridges, and various public works facilities;

  • City, County, State and Federal requirements relating to municipal engineering;

  • Structural engineering and surveying;

  • Principles of supervision, management and multi-project management and scheduling.

Skill and Ability to:

  • Direct and supervise the work of engineers engaged in responsible engineering work;

  • Prepare work breakdown structures, budgets and work schedules and identify resource needs for multiple projects;

  • Monitor progress of multiple projects to ensure timely completion within budget;

  • Establish and maintain working relationships with contractors, public officials, and the general public;

  • Provide complex managerial support in directing comprehensive public works program including public works maintenance and operations, capital improvement engineering and administrations, traffic engineering, wastewater collection and treatment programs;

  • Evaluate information and exercise sound judgment in making decisions;

  • Communicate effectively in writing and orally.

Training and Experience:

Any combination equivalent to training and experience that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way to obtain the knowledge, skills and abilities would be a Bachelor's degree in civil engineering or a related field and four years of professional civil engineering experience, which includes some project management experience, and 4 years in a supervisory capacity, preferably with a public agency.

Licenses and Certificates:

Possession of a valid California driver's license; valid certificate of registration as a Professional Civil Engineer issued by the California Board for Professional Engineers and Land Surveyors.

Physical Requirements and Working Conditions:

  • Requires vision (which may be corrected) to read small print.

  • Requires the mobility to stand, stoop, reach and bend. Require mobility of arms to reach and dexterity of hands to grasp and manipulate small objects.

  • Requires the ability to stand for long periods.

  • Requires the ability to walk long distances.

  • Performs lifting, pushing and/or pulling which does not exceed 50 pounds and is an infrequent aspect of the job.

  • Subject to inside and outside environmental conditions.

  • May be required to use personal vehicle in the course of employment.

  • May be required to attend periodic evening meetings and/or to travel within and out of City boundaries to attend meetings.

  • May be required to work evenings or weekends.

Compensation and Benefits:

Salary range: $8,200 - $10,240 monthly (effective 07/1/2008). Benefits include fully paid medical, dental and vision insurance for employee and family for most plans. Short and long term disability. Employee Assistance Plan. Life insurance in an amount equal to one and one-half times the employee’s annual salary. Fully paid PERS. 11½ holidays, 10 vacation days, 8 days administrative leave days, 12 sick days, 1 floating holiday. Deferred compensation plans and credit union available. Employment offer contingent upon successful completion of pre-employment physical examination.
